Subject: Publishing the result of NEET(UG)-2024 State/City/Centre-wise.

The National Testing Agency has been conducting the NEET (UG) since 2019 with the approval of the Ministry of Health and Family Welfare and the Ministry of Education, in pursuance of the direction of the Hon'ble Supreme Court of India.

The NEET (UG) - 2024 was conducted by the National Testing Agency (NTA) on 05 May 2024 from 02:00 to 05:20 P.M. (IST) at 4750 Centres in 571 cities (including 14 cities abroad) for more than 24 lakhs candidates. The result of the NEET (UG) -2024 was declared on 04 June 2024.

Pursuant to the Order dated 13.06.2024 of Hon'ble Supreme Court of India in W.P. (Civil) No. 368 of 2024 a Re-Test was held for 1563 candidates on 23 June 2024 from 02.00 P.M. to 05.20 P.M, out of which a total of 813 candidates appeared therein. The result of the Re-test of NEET (UG) - 2024 was declared on 30 June 2024.

Pursuant to the order dated: 18 July 2024 of Hon'ble Supreme Court of India in W.P (Civil) No. 335 of 2024, the NTA has published the result of the NEET (UG)-2024. The result has been published State/City/Centre wise marks obtained by Candidates without disclosing the identity of the Candidates.

In continuation to the Public Notice dated 13 June 2024 published on NTA Website where- in National Testing Agency has announced to re-conduct the National Eligibility cum Entrance Test (NEET (UG)] 2024 for 1563 candidates, NTA will be re-conducting the examination in 6 cities on 23rd June 2024 from 02:00 PM to 05:20 PM.

In order to support and facilitate the candidates, Admit cards are being released as per following schedule:-

Date of Examination 23 June 2024 (Sunday) 02:00 PM to 05:20 PM

Release of Admit Card 19 June 2024 (Wednesday)

The candidates are advised to download their respective Admit Cards from:

1. These petitions highlight improper conduct of Common Law Admission Test (CLAT) 2018 by Respondent Nos.2 and 3, which is a single window online entrance test for admission to 19 prestigious National Law Universities in the country. The petitioners had appeared for said CLAT and had faced various difficulties, which according to them, were occasioned as a result of mismanagement by respondent Nos.2 and 3. Some of the 3 difficulties that were experienced by the petitioners and other candidates were:

A. Questions of the examination did not appear on the screen at the start, and were intermittently disappearing and re-appearing.

B. The options to move to the next question, etc. stopped working intermittently.

C. Blank screens or frozen screens and software crashes.

D. Invigilators were incompetent and unhelpful in being unable to help resolve glitches and in terms of their rudeness, when apprised of the existence of glitches.

E. Computers were dysfunctional and rebooting them did not help.

Resultantly, the effective time available to the candidates was far lesser than the allotted time, which in turn caused great prejudice to the candidates.

2. In addition to the petitions filed in this Court, some candidates also approached various High Courts, where the petitions are still pending. In this Public Interest Litigation, the petitioner has alleged various irregularities in conducting NEET (UG) 2024 Examination.

According to the petitioner, some of the candidates could not have scored 718 or 719 as per the applicable marking/score system.

It appears that the National Testing Agency sought to justify awarding of such marks based on a judgment passed by the Hon'ble Supreme Court in Writ Petition (Civil) No.600 of 2018 (Akshat Aggarwal & Ors. v. Union of India & Ors.).

Justification of such an exercise cannot be decided without an affidavit from the National Testing Agency/ respondent no.1.

Accordingly, the respondent no.1 shall file an affidavit within a period of ten days from date in response to the allegations made in this writ petition.

The affidavit should also disclose how the reservation policy of the State as well as the Central Government has been followed in preparing the merit list.

List this matter after two weeks under the same heading before the Regular Bench.

The National Testing Agency shall preserve the records pertaining to the NEET (UG) 2024 Examination until further order of this Court.

The outcome of the counselling process shall abide by the result of the writ petition.

Subject: Concerns Regarding NEET 2024 Irregularities


Sir.

The NTA declared the results of NEET 2024 on 4th June 2024. Several significant irregularities have been noted in the results, suggesting that the exam was unfair. These irregularities include:

1. The paper was leaked in many locations, but the NTA refused to acknowledge it. Instead of getting the matter investigated by a reliable central agency like the CBI, they did nothing and announced the results.

2. Sixty-seven students scored 720/720, which is unprecedented and highly unusual.

3. Eight students from one center in Haryana scored more than 718 marks, with six out of eight scoring 720/720.

4. Some students scored 718 and 719 marks, which is technically improbable in NEET. The explanation provided by the NTA is unsatisfactory.

5. If there was a provision for grace marks due to time wastage, it should have been disclosed in the information brochure so that all students could have utilized this provision in similar situations.

6. The results were declared prematurely on a day when the media was occupied with broadcasting the results of the general elections. This urgency by the NTA raises suspicion.

7. There has been an unprecedented increase in the cutoff, which is illogical. The AIR at the same score has increased three to four times compared to NEET 2023

Considering these points, it is strongly requested that:

1. The NEET 2024 exam and its results should be handed over to the CBI for investigation.

2. No counseling should occur before a thorough investigation of the entire process and results.

3. Students who received grace marks should be scrutinized & re-exam should be scheduled for them only, as normalization formula used for giving grace marks is unfair & unprecedented in history of NEET. The whole scam revolves around this thing only.

4. Strict punishment should be given to all students who used unfair means to pass this exam.

The future of thousands of students is at stake, and it is the legal duty of the NMC to identify the irregularities and rectify the damage.
