शासन परिपत्रक
महाराष्ट्र राज्याचा ६५ वा स्थापना दिवस समारंभ दि. १ मे, २०२४ रोजी साजरा करण्यात येत आहे. त्या निमित्ताने परिशिष्ट "अ" मध्ये नमूद केल्याप्रमाणे राज्यभर कार्यक्रम आयोजित करण्यात यावेत असे शासनाने ठरविले आहे. त्याप्रमाणे सर्व संबंधितांनी कार्यवाही करावी:-
अ) मुंबई, विभागीय मुख्यालये, जिल्हा मुख्यालये, उपविभागीय मुख्यालये, तहसिल मुख्यालये तसेच इतर सर्व ठिकाणी ध्वजारोहणाचा मुख्य शासकीय समारंभ राज्यभर एकाच वेळी सकाळी ८-०० वाजता आयोजित करण्यात यावा. निमंत्रितांना या मुख्य शासकीय समारंभात सहभागी होता यावे, यासाठी या दिवशी सकाळी ०७-१५ ते ०९-०० च्या दरम्यान ध्वजारोहणाचा किंवा इतर कोणताही शासकीय किंवा अर्धशासकीय समारंभ आयोजित करण्यात येऊ नये. जर एखाद्या कार्यालयास अथवा संस्थेला आपला स्वतःचा ध्वजारोहण समारंभ आयोजित करावासा वाटल्यास त्यांनी तो सकाळी ०७-१५ च्या पूर्वी किंवा सकाळी ०९-०० च्या नंतर आयोजित करावा.
ब) मुंबई, विभागीय मुख्यालये व जिल्हा मुख्यालये या ठिकाणी ध्वजारोहणाच्या कार्यक्रमाबरोबरच पोलीस, गृहरक्षक दले, नागरी संरक्षण दले, अग्निशामक दले इत्यादींचा समारंभीय संचलनाचा कार्यक्रम आयोजित करावा.
क) मुंबई तसेच विभागीय व जिल्हा मुख्यालयांच्या ठिकाणी व इतरत्र शासकीय इमारतींवर विद्युत रोषणाई करण्यात यावी.
२. करतील. मा. राज्यपाल, शिवाजी पार्क, दादर, मुंबई येथे प्रमुख कार्यक्रमास उपस्थित राहून ध्वजारोहण
३. विभागीय व जिल्हा मुख्यालयांच्या ठिकाणी खालील तक्त्यामध्ये दर्शविल्याप्रमाणे संबंधित जिल्ह्यांचे पालकमंत्री/मंत्री राष्ट्रध्वजारोहण करतील :-
४. इतर विभागीय व जिल्हा मुख्यालयाच्या ठिकाणी अनुक्रमे संबधित विभागीय आयुक्त व जिल्हाधिकारी ध्वजारोहण करतील. तसेच तालुका मुख्यालयांच्या ठिकाणी शासनाच्या शासन परिपत्रक क्रमांकः सीईआर-१०१५/९०१/३०, दिनांक २२ एप्रिल, २०१५ च्या परिपत्रकातील मार्गदर्शक सुचनांनुसार विधानसभा/विधानपरिषद सदस्य ध्वजारोहण करतील. ध्वजारोहण करणारे मंत्री महोदय व लोकप्रतिनिधी काही अपरिहार्य कारणांमुळे कार्यक्रमस्थळी वेळेवर पोहोचू न शकल्यास विभागीय मुख्यालयी विभागीय आयुक्तांनी आणि जिल्हा मुख्यालयी जिल्हाधिकाऱ्यांनी तसेच तालुका मुख्यालयी तहसिलदार यांनी ध्वजारोहण करावे व ध्वजवंदनाचा कार्यक्रम सुरळीतपणे पार पडेल याची दक्षता घ्यावी.
५. लोकसभा सार्वत्रिक निवडणूक कार्यक्रमाच्या अनुषंगाने भारत निवडणूक आयोगाचे पत्र क्र. ४३७/६/INST/ECI/FUNCT/MCC/२०२४ (IMPORTANT DAYS), दि. २ जानेवारी, २०२४ रोजीच्या पत्रान्वये महत्वाचे दिवस साजरा करण्यासंदर्भात आदर्श आचारसंहितेबाबत खालीलप्रमाणे मार्गदर्शक सूचना निर्गमित करण्यात आल्या आहेत :-
१) There is no objection to Central Ministers/Chief Ministers/Ministers in the States to do the honours in the main Republic Day/Independence Day functions at various locations subject to the condition that in their speeches, they should confine themselves to extolling the achievements of the Martyrs in securing freedom of the country, glory of the Indian State and so on. Under no circumstances, they should become a platform for political campaign.
२) In view of the fact that Republic Day celebrations will come during the election process and that the Central Ministers, Chief Ministers and Ministers in the states belong to political parties and alliances and may even be the candidates, the Commission, purely in the interest of ensuring a level playing field, directs that no Central Minister/Chief Minister/Minister or any other political functionary in the states/Ex-MPs shall do the honours at any such function at any location of within their home district or constituency or from where he or she is a contesting candidate or intends to contest. The Prime Minister and Chief Minister may however do so from the National Capital and State headquarters during Independence Day as per long standing conventions. further, the dignitaries who will hoist the National Flag at the Functions may travel directly to that place from the place of election campaign, if any. The travel expenditure for this purpose may be borne by the state Government concerned. They do not need to travel between these places via headquarter.
उपरोक्त मार्गदर्शक सूचनांचे तंतोतंत पालन करण्यात यावे व आचारसंहितेचा भंग होणार नाही याची दक्षता घेण्यात यावी.
तसेच निवडणूक आचारसंहिता अंमलात असल्याने परिच्छेद क्र. ५ मध्ये नमूद केल्याप्रमाणे सर्व संबंधितांना यासंदर्भात खालीलप्रमाणे सूचना देण्यात येत आहेत -
अ) ध्वजारोहणाच्या नेहमीच्या स्थळ व वेळेमध्ये बदल करण्यात येऊ नये.
ब) कार्यक्रमाचा वापर राजकीय व्यासपीठासारखा होणार नाही याची दक्षता घ्यावी.
क) मा. पालकमंत्री/ इतर मान्यवर भाषण करणार असल्यास त्यांच्या भाषणाचा आशय कुठल्याही पद्धतीने राजकीय असता कामा नये तो स्वातंत्र्यसंग्रामातील स्वातंत्र्यवीरांचे कार्य आणि कर्तृत्व, बलिदान केलेल्या हुतात्म्यांचा तसेच देशाचा गौरव यापुरतेच मर्यादित असावे.
६. पोलिस महासंचालक, महाराष्ट्र राज्य यांनी संबंधित विभागीय आयुक्त, जिल्हाधिकारी व नेहमी संचलनात भाग घेणा-या पथकांच्या अधिकाऱ्यांशी विचारविनिमय करुन मुंबई, विभागीय मुख्यालये व जिल्हा मुख्यालये येथे संयुक्त संचलनाची व्यवस्था करावी.
७. राष्ट्रध्वजाला वंदन करताना "राष्ट्रगीत" म्हणण्यात यावे/वाजविण्यात यावे. व त्यानंतर लगेचच सावधान स्थितीत येऊन "राज्यगीत" वाजविण्यात यावे. ध्वजारोहण समारंभ अध्यक्षस्थान स्विकारणाऱ्या मान्यवरांनी / अधिकाऱ्यांनी अशा प्रसंगी भाषण करावे किंवा नाही हे स्वतः ठरवावे. सलामीच्या वेळी सज्ज असलेला बँन्ड सलामीपूर्वी व सलामीनंतर वाजविण्यास हरकत नसावी.

८. राष्ट्रध्वज लावण्याच्या योग्य पद्धतीबाबत शासन परिपत्रक क्रमांक एफएलजी-१०९१/३०, दिनांक २ मार्च, १९९१ तसेच क्रमांक एफएलजी-१०९१/ (२)/३०, दिनांक ५ डिसेंबर, १९९१ तसेच क्रमांक एफएलजी- १०९८/(ध्वजसंहिता)/३०, दिनांक ११ मार्च, १९९८ अन्वये दिलेल्या सूचनांची काटेकोरपणे पालन करण्याची दक्षता घेण्यात यावी. ध्वजारोहणाची रंगीत तालीम घेतली जाईल याची दक्षता घेण्याबाबत सर्व संबंधितांना सूचना द्याव्यात. राष्ट्रध्वज सुस्थितीत असल्याबाबत व सूर्यास्तास उतरवला जाईल याचीही दक्षता घेण्यात यावी.
९. महाराष्ट्र दिनाच्या समारंभाला सर्व शासकीय अधिकारी व कर्मचारी उपस्थित रहातील याची दक्षता घ्यावी.
१०. उत्सव अथवा औपचारिक प्रसंगी परिधान करावयाचा राष्ट्रीय पोषाख महाराष्ट्र दिन समारंभ प्रसंगी उपस्थित राहणाऱ्या सर्व अधिकाऱ्यांनी व व्यक्तींनी परिधान करावा असा सल्ला त्यांना मंत्रालयीन विभाग, विभागीय आयुक्त व जिल्हाधिकारी व सर्व संबंधित विभाग / कार्यालय प्रमुख यांनी द्यावा.
११. स्थानिक लोक प्रतिनिधी, स्वातंत्र्य सैनिक, शहिद जवानांच्या पत्नी व आई-वडील यांना सन्मानाने निमंत्रित करावे.
१२. अधिकाधिक नागरिकांना हा सोहळा घरबसल्या पाहता यावा, यासाठी वेबसाईटद्वारे थेट प्रक्षेपण करण्याचा प्रयत्न करावा.
१३. दिवसभरातून विविध कार्यक्रम जसे वृक्षारोपण, आंतर शालेय/आंतर महाविद्यालय स्तरावर वक्तृत्व स्पर्धा, प्रश्नमंजूषा/देशभक्तीपर निबंध व कविता स्पर्धांचे आयोजन करावे. प्रभात फेऱ्या काढण्यात याव्यात. सांस्कृतिक कार्यक्रम तसेच विविध खेळांचे आयोजन करण्यात यावे. शासकीय इमारतीवर विद्युत रोषणाई करावी, एनएसएस व एनवायकेएस द्वारे देशभक्तीपर मोहिम राबविण्यात यावी, तसेच सोशल मिडीया व Digital माध्यमाद्वारे देशभक्तीपर किंवा राष्ट्रीय एकात्मते संबंधातील गाण्यांचा प्रचार करावा/संदेश द्यावा, याप्रमाणे महाराष्ट्र दिन साजरा करण्याच्या दृष्टीने आवश्यक ती कार्यवाही करावी.

Subject: -Model Code of Conduct - Instruction- Celebration of Important Days - Regarding.
Reference: Commission's instructions:
(i) No. 437/6/98-PLN-III, dated 10.01.1998
(ii) No. ECI/GE98-437/6/BR/98-PLN-III, dated 27.01.1998
(iii) No. 437/6/99-PLN-III, dated 28.07.1999
(iv) No. 437/6/99-PLN-III, dated 16.08.1999
(v) No. 437/6/2004/PLN-III, dated 28.09.2004, and
(vi) No. 437/6/INST/2012-CC&BE, dated 24th January 2012
The Commission has issued, in the past, a number of instructions in regard to celebration of important days during the period of enforcement of Model Code of Conduct. Following are the consolidated instructions in supersession of all the instructions issued vide letters listed above:
1. Celebration of Independence Day/Republic Day - attendance of political functionaries
(i) There is no objection to Central Ministers/Chief Ministers/Ministers in the States to do the honours in the main Republic Day/Independence Day functions at various locations subject to the condition that in their speeches, they should confine themselves to extolling the achievements of the Martyrs in securing freedom of the country, glory of the Indian State and so on. Under no circumstances, they should become a platform for political campaign.
(ii) In view of the fact that Republic Day celebrations will come during the election process and that the Central Ministers, Chief Ministers and Ministers in the States belong to political parties and

(iii) The Commission has no objection to organisation of Kavi Sammelan, Mushairas or other cultural functions organised in connection with the celebrations and being attended by the Central Ministers, Chief Ministers, Ministers in the States and other political functionaries. However, utmost care should be taken to ensure that no political speeches are made on the occasion.
(iv) The investiture ceremonies at the National and State level and distribution of Tamra Patras to freedom fighters, etc. should be done according to the existing conventions.
II. Celebration of Sadbhavana Diwas/Gandhi Jayanti functionaries participation of political
(i) Central Ministers/Chief Ministers/Ministers in the States can participate in the Celebration of Sadbhavana Diwas/Gandhi Jayanti subject to the condition that the theme of their speeches should be confined only to the Promotion of harmony among the people and extolling deeds and achievement of Mahatma Gandhi and utmost care should be taken to ensure that no political speeches highlighting the achievements of party in power are made on the occasion. Under no circumstances, it should become a platform for political campaign.
(ii) Messages, if any, issued in the name of Ministers, should be confined to the theme of National Integration and Mahatma Gandhi only and should carry no photograph of the concerned Minister.
III. Hosting of Iftar Party
The Commission is of the view that any entertainment at State cost on a religious occasion would not be correct and specially during the continuance of the election process. However, any individual is free by all means to host any such party in his personal capacity and meeting the expense with his or her personal account on their own.
The above instructions of the Commission shall be brought to notice of all concerned for strict compliance.
