विषय : समग्र शिक्षा अंतर्गत सन
२०२३-२४ मध्ये शासकीय शाळांमध्ये मुलांच्या प्रतिभेचे संगोपन करण्यासाठी
व्यक्तिमत्त्व विकास कार्यक्रमाची (Personality Development Programme for
Nurturing Talents) राज्यात प्रभावी अंमलबजावणी करण्याबाबत
मार्गदर्शक सूचना.

कला केवळ गनोरंजनाचे साधन म्हणून नव्हे
तर आत्म-अभिव्यक्ती आणि आपला सांस्कृतिक वारसा जपण्याचे कार्य करते. ज्या विद्याथ्यांना
कला क्षेत्रात करिअर करण्याची इच्छा आहे त्याना दर्जेदार प्रशिक्षण आणि
मार्गदर्शनाचा अभाव यासारख्या अनेक आव्हानांना तोंड द्यावे लागते. शालेय जीवनात
विद्यार्थ्यांचा सर्वागीण विकास करण्यासाठी प्रत्येक विद्यार्थ्यामध्ये अंतर्भूत
असलेली सर्जनशीलता ओळखून त्याचे सवर्धन करणे आवश्यक आहे, ज्यामुळे
विद्यार्थ्यांना त्यांची कलात्मक आवड जोपासण्यासाठी व जीवनावश्यक कौशल्ये
विकसित करण्यासाठी त्यांची उद्दिष्टे
साध्य करण्यासाठी प्रेरणा व प्रोत्साहन मिळेल व विद्यार्थ्यांना कला क्षेत्रात
करिअर करण्यासाठी आवश्यक असलेले कौशल्य प्राप्त होईल. याकरिता प्रख्यात
कलाकारांद्वारे शिकविलेले अभ्यासक्रम विद्यार्थ्यांना कला क्षेत्रात करिअर
करण्यासाठी आवश्यक असलेले कौशल्य आणि ज्ञान प्राप्त करण्यास सहकार्य करतील.
त्याअनुषंगाने मुलांच्या प्रतिभेचे संगोपन करण्यासाठी व्यक्तिमत्त्व विकास
कार्यक्रमाची अंमलबजावणी करण्याचा निर्णय घेण्यात आला आहे.
सन २०२३-२४ मध्ये समग्र शिक्षा अंतर्गत
Project Innovation (Rec)-(State Specific) (Elementary) - Personality
Development Programme for Nurturing Talents अंतर्गत शासकीय व स्थानिक स्वराज्य
संस्थांच्या इयत्ता १ ली ते ८ वी च्या ६५.४९४ शाळांमध्ये (प्राथमिक आणि माध्यमिका
विद्यार्थ्यांच्या प्रतिभेचे संगोपन करण्यासाठी व्यक्तिमत्त्व विकास कार्यक्रमाची
(Personality Development Programme for Nurturing Talents) अमलबजावणी
करण्याकरिता तरतूद मंजूर आहे.
केंद्र शासनाने मंजूर केलेल्या
निधीच्या अधिन राहून या कार्यालयाकडून विहित प्रक्रियेद्वारे M/s. Earthen
Roots Private Limited या सेवादारकाची स्थानिक स्वराज्य संस्थांच्या शाळांमध्ये
विद्यार्थ्यांच्या सर्वागिण व्यक्तिमत्त्व विकासासाठी तसेच विविध कलागुणांचे
संवर्धन करण्यासाठी निवड करण्यात आली आहे. दि. ०१/०३/२०२४ ते दि. ३१/०३/२०२४ या
कालावधीसाठीचा त्यांचे सोवत आवश्यक तो करार करण्यात आला असून उक्त रावादारकास सवा
पुरवठा आदेश निर्गमित करण्यात आला असून सदर सेवादारकामार्फत डिजिटल इंटरएक्टिव्ह
प्लॅटफॉर्मद्वार प्रख्यात कलाकारांद्वारे त्यांच्या संबंधित विषयांमध्ये नैपुण्य
असलेल्या कौशल्यांचे अभ्यासक्रम शिकविण्यात येणार आहेत. याबाबतचा Scope of
Work पुढीलप्रमाणे-
A The Agency shall undertake the
following Scope of Work under the Project
1. Agency should conduct online
training courses on various arts. sports. Business and personality enhancement
topics. The tentative topics/courses which will be covered by the Agency are as
follows:
Passion based courses such as:
Singing
Acting
Dancing
Photography
Film Making
Wildlife photography
Writing
Skill based courses such as:
Communication Skills
Public Speaking
Boxing and Fitness
Cooking
Confidence Building
Make Up
Digital Literacy
Entrepreneurship
Image Management.
2. The courses must be provided
by 15-20 nos. of eminent personalities/celebrities who have more than 20 years
of experience in their domain.
3. The Agency shall assist the
authorities of all concerned schools in implementation of the Project on all
the student devices and conduct primary training for achieving the same.
4. The Agency shall provide
necessary digital platform viz. App/Webpage etc. which shall be operational on
Android/IOS/Internet Browser viz. Google Chrome for providing the courses and
5. related videos to the students
through encrypted digital access. The Agency should provide Chat module in the
App/Digital Platform for answering student's
6. queries. The Agency should
provide Competition module in the app for students to upload their performances.
7. The Agency should provide videos
in upto 4k quality for enhanced learning experience. Duration of each training video should be
5-15 mins to keep the students engaged. Total duration of each course should be 3-7 hours. Every
student may pursue a particular art form, from the bouquet of
8. courses as per his liking and
get personal guidance from the concerned experts. The Agency shall provide
individualised signed certificate to each student post completion of Course
through digital platform.
9 The Agency should provide a live
online dashboard to every school principal, district Education Officer, Samagra Shiksha
department and State Education department for monitoring the implementation of
the Project.
B. Method of Project
Implementation.
1) Task II: Agency shall provide
online training to School Principal/ teacher in all aspects of the Project to
further guide the students.
2) Task II: Agency shall generate
courses coupon codes as per student's count in each school and hand them over
to School Principal to be used by every individual student.
3) Task III: The School Principal
teacher shall provide guidance to students on how to download the app and use the free
course coupon code to watch the training videos. Students will be able to ask
their queries daily to experts through the App. Students shall
4) receive personal feedback for
their performance videos when they upload them on the App. Task IV: The School
Principal/ school shall provide guidance to students on how to download the
celebrity signed certificate.
5) Task V: The Agency shall
provide report on number of students who have undergone training and details of
certificates received by each student to MPSP before end of the Project.
6) Task VI: The agency will
identify and felicitate the talents at district and state level. Key
Performance Indicators (KPI)
The following KPIs shall be used
by MPSP to gauge implementation parameters of the Project:

The downloading of
App/utilisation of web learning platform by 70% (seventy percent) of the target
students at each concerned school shall be deemed to implementation of the
Project for that particular school.
D. Monitoring of the KPIs /
Project
1. The Agency will provide a live
online dashboard to every School Principal. District Education Officer, Samagra
Shiksha Department and State Education department.
2.The dashboard will show
extensive student's data like how many students have been registered, details
of course completion and downloading of certificates by students. The
fulfillment of Project KPIs shall be judged by MPSP through the online
dashboard.

M/s. Earthen Roots Private Limited या सेवादारकाकडून शासकीय व स्थानिक
स्वराज्य संस्थांच्या शाळांमध्ये विद्यार्थ्यांच्या सर्वागिण व्यक्तिमत्त्व
विकासासाठी तसेच विविध कलागुणांचे संवर्धन करण्यासाठी आपणांस पुढील प्रमाणे
निर्देश देण्यात येत आहेत.
৭) सदर सेवादारकामार्फत तयार करण्यात आलेले सेलिब्रिटी स्कूल'
हे एक ऑनलाईन डिजिटल इंटरएक्टिव्ह प्लॅटफॉर्म आहे जिथे
सेलिब्रिटिज स्वतःचे सराव तंत्र (रियाझ टेक्निक), परफॉर्मन्स स्टाईल, सिक्रेट टिप्स इत्यादी व्हिडिओज् च्या माध्यमातून
शिकविणार आहेत.
२) 'सेलिब्रिटी
स्कूल' या ऑनलाईन डिजिटल इंटरएक्टिव्ह प्लॅटफॉर्मवर व्यक्तिमत्त्व विकास आणि
आर्टस संबंधित १८ सेलिब्रिटीचे कोर्स आहेत. उदाहरणार्थ,
(१) आशा भोसले यांचे गायन कोर्स
(२) नवाजुद्दीन सिद्दीकीचा यांचे अभिनय
कोर्स
(३) गणेश आचार्य यांचे नृत्य कोर्स
(४) शान यांचे गायन कोर्स
(५) डबू रतनानी यांचे फोटोग्राफी कोर्स
(६) साबिरा मर्चेंट यांचे कम्युनिकेशन
स्किल्स कोर्स
(८) मेरी कोम यांचे फिटनेस कोर्स

सेलिब्रिटी स्कूल' या
ऑनलाईन डिजिटल इंटरएक्टिव्ह प्लॅटफॉर्मवर विद्यार्थ्याने यशस्वीरित्या पूर्ण केलेल्या अभ्यासक्रमाचे संबंधित सेलिब्रिटीची स्वाक्षरी असलेले
प्रमाणपत्र सदर संस्थेमार्फत देण्यात येणार आहे.
४) राज्यातील सर्व शासकीय व स्थानिक
स्वराज्य संस्थांच्या शाळेतील मुख्याध्यापकांनी हा प्रकल्प यशस्वीरित्या
राबविण्यासाठी खालील गोष्टी विद्यार्थ्यांकडून करुन घ्याव्यात.
(१) मोबाईलवर Google Playstore /
Appstore मधून celebrity school app डाउनलोड करण्यात यावे.
(2) Continue with Email या option
वर
क्लिक करावे. त्यासाठी Email Address साठी school@maharashtra.in हा Email
ID आणि
Password 123456 असे नोंदवून Login करावे.
(३) Login केल्यानंतर १८
सेलिब्रिटी कोर्सेस उपलब्ध आहेत. विद्यार्थ्यांनी आपल्या आवडीनुसार ट्रेनिंग
व्हिडिओ बघावेत.
(४) विद्यार्थ्यांना याचा वापर करताना
काही अडचणी आल्यास ९८३३८९७६७८ / ९०२९०२३०९० या Helpline वर संपर्क करावा
अथवा अॅपमध्ये उपलब्ध असणाऱ्या Community Chat द्वारे देखील
विद्यार्थ्यांच्या शंकाचे निराकरण करण्याची सुविधा उपलब्ध आहे.
(4) Celebrity school app मध्ये
प्रोफाइल सेक्शन मध्ये विद्यार्थ्याने स्वत:चे नाव ऍड करुन सेलिब्रिटी ने
हस्ताक्षर केलेली सर्टिफेकेट डाउनलोड करावी.
(६) विद्यार्थ्याने स्वतःचा गायन (Singing)
/ अभिनय
(Acting) / नृत्य (Dance) याचे व्हिडिओ अॅपमधील Competition
या Option
वर Click
करून
अपलोड करावा अथवा ९०२९०२३०९० या क्रमांकावर WhatsApp करावा.
(७) विद्यार्थ्यांनी स्वतःचे अपलोड
केलेल्या व्हिडीओज् चे जिल्हा व राज्य स्तरावर मूल्यमापन करून पारितोषिके देण्यात
येतील.
उपरोक्त प्रमाणे नमूद केल्यानुसार
दिनांक ३१/०३/२०२४ पर्यंत या कार्यक्रमाची अंमलबजावणी पूर्ण करण्याकामी वर नमूद
सदर संस्थेस संबंधित शाळेच्या मुख्याध्यापकांकडून / शिक्षकाकडून सहकार्य
करण्यासाठी आपल्या स्तरावरून निर्देशित करण्यात यावे.
उपरोक्त प्रमाणे नमूद Scope of
Work नुसार संबंधित संस्थेकडून योग्य पद्धतीने अंमलबजावणी होत असल्याची
खातरजमा आपल्या स्तरावरून जिल्ह्यातील संबंधित पर्यवेक्षीय यंत्रणेमार्फत सबंधित
शाळेस भेट देऊन योग्य पद्धतीने होत असल्याची खातरजमा करावी. याबाबत वस्तुनिष्ठ
अहवाल या कार्यालयास सादर करावा.
